Loss of life or serious injury is unacceptable on our transportation network
NWARPC hired Toole Design Group to develop a Safe Streets for All Comprehensive Safety Action Plan – NWA Vision Zero. The Plan was completed and adopted in June 2023. This Plan will help NWA use the Safe System Approach to reduce and eliminate fatal and serious injury crashes on our transportation system. The Plan was funded through a STBG grant and through the award of a USDOT SS4A Action Plan grant.

NWA VISION ZERO COMMUNITY ENGAGEMENT SURVEY
Please share locations where you have felt safe or unsafe on our transportation network. This includes interstate, state highways, county/city streets, trails, etc. You can also share ideas for making our region safer place to travel in by completing the following survey:
The purpose of the CSAP is to support regional, local, and Tribal initiatives to prevent roadway deaths and serious injuries. Our goal is to have the NWA Vision Zero Plan (CSAP) completed and adopted by NWARPC and local governments in time to apply for SS4A implementation projects for the grant cycle for FY23.
NWARPC is the Metropolitan Planning Organization (MPO) for multiple jurisdictions in Benton and Washington Counties in Arkansas and McDonald County Missouri and as such a single CSAP covering all or some jurisdictions, or several plans for individual jurisdictions may occur.
This will be a living document referred to regularly that also provides a framework for the goals of the MPO. The Action Plan will consider safety strategies, equity and inclusion, public engagement, behavior change, culture change, complete streets, safe system approach, policy, transparency, design standards, and implementation strategies.
The NWARPC Vision Zero Plan will follow The Safe System Approach Guidelines.
FHWA’s Proven Safety Countermeasures
FHWA’s Proven Safety Countermeasures initiative (PSCi) is a collection of 28 countermeasures and strategies effective in reducing roadway fatalities and serious injuries on our Nation’s highways. Transportation agencies are strongly encouraged to consider widespread implementation of PSCs to accelerate the achievement of local, State, and National safety goals. These strategies are designed for all road users and all kinds of roads—from rural to urban, from high-volume freeways to less traveled two-lane State and county roads, from signalized crossings to horizontal curves, and everything in between. Each countermeasure addresses at least one safety focus area – speed management, intersections, roadway departures, or pedestrians/bicyclists – while others are crosscutting strategies that address multiple safety focus areas.
