Arkansas Tri-Region E-Bike Voucher Program

The Arkansas Tri-Region E-Bike Incentive Program is a regional initiative managed by the Northwest Arkansas Regional Planning Commission and Metroplan to distribute at least 5,844 E-Bike vouchers across the Fayetteville-Springdale-Rogers AR, Fort Smith AR-OK, and Little Rock-North Little Rock- Conway AR, Metropolitan Statistical Areas (MSAs).

Residents of eligible counties will have the opportunity to register for the chance to receive an E-Bike voucher. There are two vouchers available. Residents who live in an eligible county and who are at least 18 years of age qualify for the General Resident Voucher, which can be redeemed for up to $700 off the purchase of an eligible E-Bike from a participating retailer. Applicants who are at least 18 years of age and who live in a household with an income less than or equal to 200% of the Federal Poverty Level (FPL) are eligible for the Income Qualified Resident Voucher, which can be redeemed for up to $1200 off the purchase of an eligible E-Bike from a participating retailer.

Program Dates

The program will run from July 2026 and is expected to last at least into 2027.

The program will open for Registration on July 6, 2026.

The first Random Selection will take place on July 20, 2026.

Registration will remain open for the duration of the program. The dates for future random selections will be announced.


Application Process

Vouchers will be awarded via a computerized random selection process. The application process has two parts, Registration and Application. Those who complete the Registration will be eligible for the Random Selection. If selected, applicants will be invited to complete the Application.

Registration

All applicants must complete registration through the program’s online application portal. The application portal allows residents to check their eligibility and complete a Registration. At the Registration stage, applicants will provide basic information such as a name, address, birthdate, and contact information. Applicants whose information matches eligibility guidelines will be prompted to create an account and will be asked to complete a brief survey to complete the registration process.

Random Selection

On predetermined dates, a computerized random selection will take place, and a pre-determined number of applicants will be selected to move to the second phase of the application. All applicants who have completed the Registration process will be entered into the random selection.

Application

Those selected will have two weeks to complete the final application. Applicants will log back into the application portal website and submit documents demonstrating qualification for participation in the program, including verifying their residency in an eligible county and, if applicable, their qualification for the income qualified program.


Eligibility

ID and Age:

Residents will need to provide a government issued ID with their date of birth. All applicants must be 18 years of age at the time of their application.

  • Arkansas or Oklahoma State ID
  • Arkansas or Oklahoma Driver’s License
  • Passport

Residency

Proof of a physical address in an included MSA is required. Selected applicants will be required to provide ONE proof of address document. Acceptable proof of address documents are:

  • Current Homeowner’s, Renter’s, or Motor Vehicle Insurance Policy
  • Mortgage, Lease, or Rental Contract
  • Current Motor Vehicle Registration
  • Military orders for active-duty military members stationed in an included MSA but with permanent residency in another state.
  • Computer Generated Bill (utility, credit card, doctor, hospital, etc.) dated within the last three months
  • Bank Statement dated within the last three months
  • First-Class Mail from a government agency or court dated within the last three months
  • USPS Change of Address Form (CNL107) dated within the last three months

Individuals who are unable to provide any of these documents to verify a physical address in an MSA may be eligible to provide alternative documents. If you are unhoused in one of the included MSAs and you are working with a government agency or non-profit organization, a dated letter stating your situation on the organization’s letterhead may be accepted in place of one of the above documents.

Income Eligibility

Applicants receiving the general resident incentive voucher of up to Seven Hundred Dollars ($700) (“General Resident Applicants”) are not required to provide income documentation.

For Applicants receiving the income qualified incentive voucher of up to One Thousand Two Hundred Dollars ($1,200) (“Income Qualified Applicants”), their household income must meet the income criteria of at or below 200% of the Federal Poverty Level (FPL).  In order to receive an Income Qualified E-Bike Incentive, applicants must upload proof of income or proof of participation in a qualifying program listed below as part of the application.

One of the documents from the list of approved documentation must be submitted:

  • First page of the most recent (currently 2025) Federal Tax form 1040 showing Line 11 – Adjusted Gross Income. In the case of a Federal Tax form 1040-SR you will need to submit the first 2 pages of the form. Applicants should black out or redact any social security numbers on any submitted forms.
  • OR provide a dated document showing proof of current enrollment in any one of the following programs.
  • Arkansas Low-Income-Energy Assistance Program (LEAP)
  • Arkansas Weather Assistance Program (WAP)
  • Supplemental Nutrition Assistance Program (SNAP)
  • Arkansas Transitional Employment Assistance (TEA)
  • Supplemental Security Income (SSI)
  • Medicaid

All documents must show current enrollment and must be dated within the last year.


Eligible E-Bikes

The vouchers issued by this program may be used to receive a point-of-sale discount on a Qualifying E-Bike purchased from an approved participating retailer. Qualifying E-Bikes must meet the following criteria:

  1. The e-bike must be from an eligible list of brands and models which meet UL safety requirements.
  2. The e-bike must be purchased new and fully assembled from a participating e-bike retailer for use by the applicant and not for resale.
  3. Vouchers must be redeemed within sixty (60) calendar days of the date of issuance of the voucher. Vouchers are not retroactive to past purchases.

The E-Bikes eligible to be covered by this voucher:

  • Class 1, Class 2 and Class 3 E-Bikes
      • Class 1: an electrically assisted bicycle equipped with a motor that provides assistance only when the rider is pedaling, and that ceases to provide assistance when the bicycle reaches a speed of 20 mph.
      • Class 2: an electrically assisted bicycle equipped with a motor that provides assistance regardless of whether the rider is pedaling but ceases to provide assistance when the bicycle reaches a speed of 20 mph.
      • Class 3: an electrically assisted bicycle equipped with a motor that provides assistance only when the rider is pedaling, and that ceases to provide assistance when the bicycle reaches a speed of 28 mph.
  • E-bike must have two or three wheels with fully operable pedals and an electric motor.
  • E-Bike must be manufactured with a battery and motor as part of the bike; no aftermarket electrification kits are permitted.
  • Full suspension mountain bikes are NOT allowed.
  • The E-Bike and or its battery must have one of the following certifications from an independent lab: UL 2849 or UL 2271
  • The electric motor must be 750 watts or less.
  • The E-Bike, including its motor and electrical components, must be covered by a manufacturer’s warranty for at least one year.
  • Motors powered all or in part by any means other than battery are not allowed.
  • There is no minimum purchase or maximum price for an E-Bike.
